I read this as that the major increase in population within California is poor and Hispanic. Who is going to keep paying the taxes to support not only these poor, but also the public school teachers, and public servants ? Eventually California is going to be a lot more poor than Mississippi yet it will operate generously like a Blue state as far as state pensions, etc.

I'm guessing that silicon valley is keeping the whole state afloat. Engineers here that own a shack and make $250k/year are probably paying $40k/year in various taxes to California (in addition to $90k/year to the feds).

This is where Continuous Improvement aka Kaizen 改 善 is a double edged sword for companies and workers.
