Los Angeles had the homeless issue licked by 2011 with decades low in homeless, despite the worst Depression in any of our lifetimes. The homeless population on skid row was under 2,500 and there were more than enough shelter beds for anyone that wanted one.

Fast forward to terrible court rulings combined with an ambitious asshole in Mayor Eric Garcetti, who intentionally has failed to deploy city services that could have motivated the homeless population and you have tent cities all over Los Angeles. Meanwhile jobs go unfilled and drugs and disease flow in the working class neighborhoods.
