Musk. Don't know if it will happen in our lifetimes. There's likely resources and minerals out the ass on Mars. Don't sleep on Musks' Boring company. Everyone focuses on Tesla, SpaceX and X. I don't know if I'll see it, but he has reusable rockets that could haul massive amounts of resources. AND the drilling capacity.
He's an awkward character, but I personally think he plans to fly his Boring machines to Mars and extract minerals. Think of it as a planetary gold rush.
