Many of those States didn't exist during the Civil War and most of those unincorporated territories didn't have slavery.

I don't think there were too many Hard Winter Wheat plantations in Montana and South Dakota and Nebraska.

Also, we did talk about that before 1792. Small but populous states were scared shitless that Virginia, PA, and MA would dominate the country. Hence, every state got two senators regardless to offset the House of Representatives being population based.
