You are correct in inferring that people are not required to condemn the actions of those whom they share an opinion. It would lead to absurd results.

For example if a murderous dictator says "its 12pm" and it is indeed 12pm and you agree with him -you share the same common knowledge.

That doesn't mean you are in a position, because of your common agreement on time, where you have to condemn him for his atrocities.

Similarly, if the same tyrant says he thinks Beethoven was a better composer than Mozart and you agree, you share his opinion, that doesn't mean you SUPPORT the tyrant and are required to condemn his atrocities.

You can't even sale carpet and have your friend who might be the best flooring expert in your town take delivery of any carpet or tile from their shop if they aren't full corporations, they have to pay workman's comp, even if they don't have employees, they also have to carry a steep liability insurance. It pretty much forced the older guys that just worked enough to pay their bills out of the business. For them most of what they made a month goes directly to taxes, fees, premiums, and costs. That titan companies can just call the cost of doing business, but for many small timers, it forced them out the competition. Just like every industry these days.

Different circumstances lead to different outcomes all the time. Why do you consider that remotely strange? And more to the point, it wasn't the level of damage from debris that was central to the collapse according to the reports (it being uncontrolled fires that burned for many hours and weakened beams), so what are you trying to argue? Insurance has ALWAYS had deductibles and co-pays. ACA sets LIMITS on those. The deductibles will be LESS now. Plans that have extremely high deductibles will not be allowed anymore. Even maximum out of pocket cost is capped.
