That is an excellent point. Once Muslims gain control of government, they tend to shift from terrorism to Sharia. If, however, a government tries to remain secular despite having a large Muslim population, then vigilante Sharia patrols enforce Sharia with impunity. The experience of Bangladesh shows that it's almost impossible to enforce secular law against Sharia patrols in a country that has a Muslim majority, even in the aftermath of Islamic genocide against Hindus.

The opposite set of properties is liberalism. Essentially liberalism means you believe each person has equal legal standing and should be free to do whatever he wants that does not violate the rights of other. Most people don't forget that. They look at relevant time frames, e.g. the lifetimes of their families including grandchildren.
